Private Investments for the Sustainable Develpment of the FISHERIES areas of Chios island, Greece

The period for the submission of proposals to the Local Program “Private investments for the sustainable development of the Fisheries areas of the island of Chios” began on Friday 10/09/2021 and will last until Monday 29/11/2021.

 

ACTIONS FINANCED

  1. Fishing tourism actions (Investments that contribute to the diversification of fishermen’s income through the development of complementary activities), such as investments in the vessel, fishing tourism (according to Law 4582/2018), restaurants, environmental services related to fishing and educational activities related to fishing
  2. Investments to improve health, hygiene, safety and working conditions for fishermen – Investments on board or in individual equipment.
  3. Processing of fishery and aquaculture products involving the processing and retail trade of fishery and aquaculture products.
  4. Investments related to small and micro enterprises (establishment/modernization in the sectors of tourism, catering, crafts, trade, services, etc.)

 

SUBSIDY RATE

Depending on the category of Actions (one of the four above), to which the investment project to be submitted for support belongs, the grant rates are:

  • 50% for Actions in category (1)
  • 86% for Actions of categories (2) and (3)
  • 65% for Actions of the category (4)

 

INTERVENTION AREA

The Actions of the Program can be implemented in the following Local / Municipal Communities of the Regional Unit of Chios:

Chios, Vrontados, Elata, Thymiana, Kalamoti, Kallimasia, Kardamylla, Karyes, Katarraktis, Lagada, Lithi, Mesta, Nenita, Neochori, Oinousses, Olympi, Pyrgi, Sykiada, Psara

 

WHO IT MAY CONCERN

The program includes two categories of beneficiaries:

  1. The first category concerns fishermen or owners of fishing vessels (natural or legal persons) who are professionally engaged in fishing on board an active fishing vessel (with a valid professional fishing licence) operating or operating in the intervention area, in accordance with Article 3 of the Regulation. EU 508/2014 and as defined by national legislation, for investments that contribute to diversifying activities and supplementing their income (small and micro enterprises).
  2. The second category concerns non-fishermen (natural and legal persons) who are or will be active in the intervention area for the establishment or modernization of micro and small enterprises in accordance with the 2003/361/EC Recommendation of the Commission of the European Communities.

It is obvious that the second category, whose investments fall under the De Minimis Regulation, includes a number of existing or under establishment companies that until now were active or that respectively intend to operate in activities that are not related to fishing, apart from the fact that they will be implemented in the selected intervention area (see above).  In detail, the eligible SMRs of the program are included in the attached file posted at the end of this article.

 

PROGRAM BUDGET

The total budget of the aided investments for all actions can be up to 300.000 €.

For business plans relating to intangible actions, the total budget may not exceed €100,000.  Intangible transactions are those operations which do not concern the creation of infrastructure or investments.

An exception is plans in diversification/income supplementation for fishermen (Article 30, Regulation (EU) 508/2014) for which the total amount of support cannot exceed the amount of €75,000 for each beneficiary.

Finally, for business plans falling under a State aid scheme and financed under Reg. (EU) 1407/2013 (de minimis), whose investment SMRs belong to the sector or fall under a subcategory of the SMRs listed in the table below, the budget can be up to 40.000,00 €:

63 – Information service activities

69 – Legal and accounting activities

70 – Headquarters activities; management advisory activities

71 – Architectural and engineering activities; technical tests and analyses

72- Scientific research and development

73 – Advertising and market research

74 – Other professional, scientific and technical activities

75 – Veterinary activities

78 – Employment activities

86.2 – Medical and dental practice activities

86.90.15 – Medical laboratory services

86.90.17 – Diagnostic image services without interpretation

86.90.18 – Mental health services

90.02.19 – Other support services of the performing arts

90.03 – Artistic creation
